Rule-making and Model Legislation

Local government as an independent effort of the population and authorities to resolve the local issues requires an integral, ramified system of municipal legal acts. Working in this direction, the Center assists local administrations in elaborating effective legislation, which will cover sufficiently wide range of issues, which must be regulated on the municipal level. Thus, in years 2002-2003 the Center’s experts drafted several model legal acts, including the “Model Provisions of Municipal Statutes, Containing Guarantees of Realization of Citizens’ Rights to Participate in Local Government”, “Provisions on Structural Branches of Municipal Administrations Involved in Financial Activity”, “Provision on Municipal Order”.
